I service all of Orange County, CA. I do service some clients outside Orange County, but I like to try to keep it all within the OC.
No, but I do service home-based businesses. I operate a "full-service" IT consultancy which services the unique needs of business computing.

$125/hour. There is a minimum charge of ½ hour to make a stop at your location. There is a minimum charge of ¼ hour for remote support.
Because the warranty usually stays with the original purchaser, I do not purchase big ticket items such as computers, printers, monitors, switches, servers, etc. In addition, I'm not an authorized reseller for any hardware manufacturer so I'm really not allowed to resell hardware anyway. Smaller items such as computer parts (replacement hard drives, wireless network adapters, power supplies, cables, etc.) I will often buy at retail and bill through to the client.
I do not markup the price of parts. When I need to buy parts to complete a job, I submit a copy of the receipt and seek equal reimbursement.
Although I am a Microsoft Partner and I can resell Microsoft software licenses, I have decided not to be a software reseller and will refer you to other resellers who can sell you your software licenses. It is the client's responsibility to stay compliant with its software licensing agreements.
Time worked is added up and invoiced to the client at the end of each month. Payment expected within 30 days of receipt of invoice.
